Brief analysis of NR-32: safety and health at work in health service
This article is based on legislation Hired Under Employment Laws and Regulatory Standards.These standards are compliance by the private and public companies and public bodies to direct and indirect administration, as well as bodies of legislative and judicial branches that have employees covered by the Consolidation of Labor Laws - CLT.
The provisions contained in the Regulatory Standards - NR apply in where appropriate, to sundry workers, entities or companies that hes taking the service and the unions representing their respective professions.
The non-compliance with laws and regulations on safety and occupational medicine will lead the employer to apply penalties provided for in relevant legislation. And the act is the offending employee's unjustified refusal to meet its obligations to the Work Safety. (GOMES, 2009)
The NR-32 Regulatory Standard sets out basic guidelines for implementation of measures to protect the safety and health of health service workers and those engaged promotion activities and health care in general.
Considered to be health services to any building for provision of health care population, and all actions promotion, rehabilitation, assistance, research and health education in any level of complexity.
Activities related to health services are those that, in understanding of the legislature are at higher risk due to possibility of contact with microorganisms found in the environments and equipment used in work performance, with potential cause disease in workers.
Workers directly involved with these agents: physicians, nurses, nursing assistants and technicians, attendants clinics and hospitals, dentists, cleaning and maintenance hospital equipment, ambulance drivers, among others involved in health services.
Awareness and cooperation of everyone is very important to accident prevention in healthcare. According to the Distinguished Professor Edwar Abreu, NR-32:
"The primary objective of the standard preventive comment, certainly no doubt in that it is to establish guidelines Basic to the implementation of protective measures for security and health workers of health services, as well as those who carry out promotion activities and health care in general"
As part of its application, this standard applies to workplace public or private, subject to the system that work in Hired Under Employment Laws
activities related to health issues.
Initially a NR-32 defines biological risk through its Annex I, which shows the classification of biological agents. It also brings Additional information on CIPA, and PCMSO PPRA, and specific rules provided for in other regulatory standards applicable to the environments of health professionals. It also contains important information about the qualifications of workers in this area and issues relating to hygiene and vaccination.
In his third item, the NR-32 has about chemical risks in special recommendations on packaging, labeling, handling, fractionation, storage and handling of chemicals, seeking protect professionals who are at risk of contact with chemicals. It also provides the obligations of the employer and protection measures, care of the gases, procedures to be adopted in case of chemical accidents (Goncalves, 2006).

Then in its General Provisions, instructed on the obedience rules relating to noise (ABNT NB 1995), lighting (NB 57 ABNT), comfort heat (DRC 50/02 ANVISA), plus instructions on cleaning and conservation, implementation of the PPRA and PCMSO, to be developed by HICC (Committee on Infection Control).
The NR-32 is in its annexes, in its Annex I of the Grouping of agents biological divided into risk classes: according to capacity cause illness to humans and spreading to the community and in its Annex II provides the classification table on Biological Hazards divided into risk classes of Annex I.
Given the above, we realize that the Regulatory Norm (NR-32) search implementing measures to protect the safety and health of employee health services, promoting all forms preventive able to search for a safe and healthy work environment, protecting and preserving the pros.
Therefore, we recommend the installation and implementation of a program continuing education coupled with the strengthening of the Internal
Prevention of Accidents (CIPA), and other organizational structures who are responsible for education and health surveillance in the institutions
as the Service Specializing in Safety Engineering and Medicine work - SESMT, Programs for Prevention of Occupational Hazards - PPRA, the Internal Commission for Accident Prevention - CIPA Program Medical Control of Occupational Health - PCMSO, which has been shown to extremely valuable to an effective decrease in quantity and levels of accidents.
Apart from training courses / education, volunteering and requirement of appropriate use of EPIS, qualified supervision, work organization, and the implementation of standard measures and strict compliance with the procedures described in NR-32, are simple actions, but can more secure hospital environment, decreasing the chances of professionals suffer some kind of accident or illness develop related to work, seeking the quality of life of the worker, factor that will reflect on your professional performance.
